No. Los Angeles needs minimum wage people. Retail is very important. You do eat don't you. Who you think is going to do the work in all the stores you buy from? So are services like working in restaurants, bars, hotels. These are big parts of the Los Angeles economy that must be done by SOMEONE, and you can't tell all these people to move to Sacramento or you will not have a functioning city if they all left.

Not only would people in Los Angeles not have their basic needs met like FOOD, the tourism sector would completely collapse.

Also it shows you don’t have the taxpayers in mind . Totally fine with them paying double or more to House the homeless in L.A versus a lower cost area . Very telling .
There is also no mechanism to make people move to a place if they don't want to. You are aware there are laws in the US.

And why would Sacramento allow Los Angeles to dump it's problems on them?

LA is going to have to spend it's own money and resources to address the root problems.
