You betcha! Illegal aliens do it all the time, they don't even speak English, have a permanent address, or even have an education. According to you, many homeless are just "hard on their luck" people who are perfectly fine.

If they clean themselves up which they can easily do if they don't spend their money on "$20 bags" of drugs, and show up ready to work, they could get work in the Fracking Fields of North Dakota, or as a farm hand in Iowa.

Where some of the Measure H money has gone so far:

From July through December (2017), county efforts and money from Measure H has among others helped:

658 families that received homeless prevention services
483 homeless, disabled persons who obtained Supplemental Security Income (SSI) and were housed
1,037 people placed in rapid re-housing programs moved on to permanent housing
4,261 disabled individuals to complete applications for SSI or Veterans Disability Benefits
1,064 individuals who exited shelters to go into permanent housing

Nothing is going to happen to fix homeless for many years. Angelenos get used to the tents, syringes and crazies.
That doesn't surprise me. Those tasked with solving a problem rarely have an incentive to actually solve it. They have an incentive to treat the problem over an extended period of time, as that preserves their own paychecks.

The fix, in some sense, is both simple and not achievable: pass a law/initiative that says if the homelessness population has not been reduced below X% that ALL elected officials are ineligible for re-election, and ALL public sector employees will have their pay docked by 10% and their pensions docked by 10%, and rachet up the penalties each year.

That will focus *everyone* into solving the problem rather than treating it.

That would do it.

Realistically, the best way to fix it is to find a way to put these people to work. Handouts, and entitlements have not fixed the problem and never will. All you will get is a situation like New York where taxpayers are now on the hook to house 60,000+ people a night.

Who wants to bet real cash that New Yorkers are going to be paying to house 70,000 people during Trump's second term?

Simply utilizing harm to yourself and others seems to fly against all the hopes and dreams the left have for decent, law abiding taxpayers....even though they, themselves created that standard....
The libs can't get more money for the "service" "people" if the cities don't get trashed and innocent people don't get permanently damaged or killed.
