Is anyone else having an issue with overcharging?

I am running into this problem about once a month (1 out of ten rides)
and it's only on the return trips, where you hail them from the street rather than calling for one.

I'll take a cab to a destination and its, say $25.00. Then I hail a cab late night, and go maybe 1/4 the distance to another establishment and its $20.00. I called the last guy on it, and he reduced it to $15.00 immediately. It should have been $9-10.00, so I let it go at 15 even, no tip.

We went to Santa Monica a few weeks ago, $24.00 even. On the Way back, it was $35.00 how is this working? I've tried calling from the establishment and it usually works if you do it early, but at 1:00-2am forget it.

I am curious to hear your thoughts or experiences about this.

Yeah I've never had that problem, but only taken a taxi 3-4 times in the year I've lived here.
