Are there any exceptions that allow somebody to conduct business in, for example, a public park, without permits that allow business to be conducted on public property? If not, to whom can I report this activity?

Isn't that where the drug dealers offer their services? As far as I know none of them have permits. LOL

In all seriousnes, first off it depends on the municipality. Is this a city or county park? Or is it a state park?

Secondly the type of business being performed. In my city of Oxnard during the weekend you will see companies that set up jolly jumpers in city parks for families that are holding a party lets say. The family would have contracted with the company that provides the jumpers. The company has to be licensed with the city and insured.

I have also seen street vendors pushing carts that will sometimes enter a park. They have to be licensed as well and have a health permit. These carts are usually on the go though and may pass thru a park but don't always stay. During socker season a food truck parkes near the field. They are also licensed. Not sure on other businesses that would work out of a public park. I do know in Santa Monica performers can purchase a permit to perform at public parks, the peir and I guess other areas within the city. Performers can purchase a permit that I think has a one time fee that lasts the performer a lifetime.

If you are looking to start a business or are trying to lodge a complaint first determine if the park is a city, county, or state park and call the municipailty to voice your concerns.
