Best way is to call the town. they have the most up to date information. Ask them for the true taxes. The current owners may have savings that you are not eligible for. If there are village taxes you must call the village as well.

Yes, you have three main parts of the tax bill. County, Town and schools. The total General Tax is a combination of the County and Town taxes (as well as fire dept and/or water district) and you have the school taxes as well. However, if the house is an incorporated village you will have village taxes as well, as the village will provide certain services instead of the town or county.
you can do a search for the property and look at the previous tax bills etc. just need to pay attention to the types of exemptions that the current owner gets and back them out if necessary.
