This is with request to a friend who is an indian citizen.She was visiting US during her 26th week of pregnancy and due to some complications cant leave the country now.And seems will have to deliver the baby in US.
She is on B1/B2 -tourist visa and her husband is in india at the moment.She is travelling with her travel insurance that doesnt cover maternity.Also she holds a valid F1(student visa) as she was an ex-student in this country.
Is there a way to find her an insurance that can cover her entire maternity/delivery .Also an insurance for the kid who will be born incase he needs any treatment.
most likely she will have to pay for the delivery if she ends up giving birth here. surprising enough though as women do not get visas in a certain month (can't remember which) of pregnancy. anyways, yes, this is a pre-existing condition so no she won't be able to get insurance to get this covered.
can community hospitals be a free option? She doesnt have that kind of money to spend on delivery charges..I guess it would cost her around 12-15k .

Depends where you are. There are no "free options" for non-impoverished (Medicaid) or non-65 years old and over (Medicare) American citizens and permanent residents, so why should we pay for foreigners to have babies? We do, though, in some places, as stupid as our politicians are (and us for not voting them out of office already).
For example, a lot of women from Middle Eastern countries actually scam the system (come to the USA ON PURPOSE to give birth for free) in Michigan (generally the Detroit area).
They fly into Michigan close to pregnancy on a tourist visa, stay as long as it takes to get the baby born, and they get everything paid for via the taxpayers on Medicaid. All free; they don't have to spend a dime. To top it off, many of these women are from "good families" in the Middle East and could afford to pay for it here or back home, but they don't want to when they can scam the American taxpayers and make their offspring an anchor baby at the same time.

They are not supposed to be given visas that will last to when they are after a certain month of pregnancy, nor if the birth of the baby is slated for within 2 months, but foreign women often scam it and hide their pregnancy. Even if it is at a point where flying can affect their baby's health and their own health, some of them still want to cheat the system badly enough and will risk it. In some places they get away with it.

Another thought ... does she have health insurance at home?
If so, she should call her insurance company and see if they will cover incidents that occur outside of India. Many insurance policies do this.
Also when you say cannot leave due to "some complications" do you mean PHYSICAL complications because of her pregnancy or another illness where she cannot travel or "other" complications?
If it's not physical, then I suggest she leave the country and go back to India to have her baby and then take care of the "other" complications at another time.
