Since we did not had this issue for long time, I cancelled tiger loop installation and after some diagnostic installed a new firomatic valve and issue was resolved. Tiger loop is good option anyways, so order the tiger loop ultra kit and will be installing that soon once weather gets better.
I decided to stay COD until atleast fall since the oil prices on COD are much lower than contract price. from heating help site, I learned that the yearly tune up should also include combustion analysis and necessary adjustment. Has anyone ever seen a tech doing a combustion analysis and necessary adjustments? I had contracts with Meenan, Petro, Slomin, other contractors hired for tune up when on COD but I have never seen any tech doing any combustion analysis.

Neither have I, and I've had oil heat in every house since our first one in 1972.
Never done combustion anaylsis during annual tuneups. You'll have to ask them. Probably cost $30-$50 for something that can be done in less than 5 minutes.
I did get an energy audit done for free (paid by PSEG) and the auditor did the combustion test.
good time to fill up COD @ 1.79 now. Is anyone using Anchor oil. I got lot of recommendation for them recently from Tech, home depot, lowes. I was told they have best COD fuel with additives.

Thanks, will try calling few people to get a quote. I wonder if no combustion analysis was done at tune up how did they adjust. from my end, I have seen tech adjusting by looking at the flame.
For anyone who has a contract with a cap price, have you contacted your company to ask why the price per gallon has not decreased given current events?
Most Oil companies follow the NYSERDA Oil market prices. Their Oil price is way off with current price in LI so you won't see a decrease in Oil rate for a while.
