Since you just moved in and the water bill is quarterly, the previous owners may be responsible for a portion of it. That is unless they paid it out at closing which didn't happen with my first house - I had to contact the previous owners a month later and tell them to pay their portion... the district should be able to help you with what was used by you starting when you changed it to your name.

Anyway, the water bill is so miniscule.. just got mine in the mail today... $16 total for 3 months and we've been watering a LOT the last month.

As for LIPA, I've never done balanced billing... my parents were on it and got charged like $70/month. Then 4 of us moved in with them for a year and it shot up and stayed up even after we moved out. I'd rather just pay exactly what we owe. Good incentive to SAVE ENERGY. Honestly, it hasn't gone above $125/mo. including last summer with occasional A/C and we've got 4 people up in here.

The balanced billing is good for budgeting purposes. LIPA (and LILCO used to) adjust the bills periodically up or down so there is no drastic shortfall or over billing at the year's end. Chances are your parents bill will be periodically adjusted back downward.

The bill does show usage so you do have an idea what you're using between meter readings and I follow it noting decreases when I swap out bulbs or purchase new appliances. I would prefer a minor tweak up or down of $20/month as opposed to a whopping bill in August after using CAC all July.

Balanced billing is great for MONTHLY budgeting purposes ONLY. I can't see paying them monthly when they can bill you Bi-monthly. I'll keep the $$$$ in my account for a full month rather than theres. My Bi-monthly bill is $275 +/- $25
