im deciding to move to PA. and narrowed my search to these three places? which of these is better to raise a family?
which one has the best school system?
which town offer family activities?
why are taxes so high in the college hill section?

First of all, to help you out, "Old Orchard" is a neighborhood within Palmer Township. As far as Palmer versus Bethlehem Township, they are both really similar in my opinion, so it would depend upon the home and location you'd want. They both have lots of newer homes, developments, and are close to many conveniences.

Both townships offer family activities. Both have awesome community centers. Palmer Township has so many parks - I lost count! (will have to ask DH about this one, he works in Palmer). There is also a cool paved bike path that extends through both townships - the only downside is that the street crossings can be hard with the traffic & speeds people are driving. The community centers and pools in the townships offer things like classes and summer recreation programs, all awesome stuff for families.

I personally wouldn't mind having a child in either school system during the elementary years. Palmer Twp is Easton School district and Bethlehem Township is Bethlehem School District. If I had a middle or high schooler and this choice, then I would lean toward Bethlehem Township. There are also some highly rated private schools in the area.

I didn't realize the taxes were so high in College Hill.
