Green Card Lottery: you support it or not (marriage, application, money)

My roommate's friend won a green card lottery in Iran (yes, Iran!) and became a permanent resident of the US.
He does not really have a job in the US so he still works in Iran, but comes to the US every six months to maintain the green card status. Of course he does not have a house in the US either, so he lived in his friends' places. Last time it was California and now it is Boston.
His plan is to save some money and get a degree in the US, and then find a job here.
The green card lottery gives a chance to people who could never come to the US to live. However, do you really think it is fair? Especially many talented, hardworking people are waiting for it.
The republicans proposed to give the lottery quotas to international STEM graduate students, but it has failed to pass so far.

I think we should do what many other developed countries do, by only giving green cards to those who really have something to benefit this country- such as those who have certain "in demand" degrees or job skills, or for those who are coming to live with immediate family (such as marriage, as we already have now). For those not coming to marry someone, we need to have a point system like Canada has, and if you don't have enough to offer you simply can't come here to live.

Those are the rules for everyone else already (besides refugees), so the green card lottery is extremely unfair. My dad spent years trying to get a green card, and he was backed by employers who needed his skills. It's extremely difficulty, emotionally and financially. Considering how tough it is to get a green card if you go through the normal process, the lottery makes absolutely no sense.

I think the principle is "every one can have an American dream" even if you don't have extraordinary intelligence or skills.
It sounds good but also seems to be an insult to those who are working so hard in order to stay in the US.
Besides, citizens of China, India, Russia etc. cannot play the lottery. Why? It violates the principle too.
I wonder what percentage of those who win the lottery actually follow through and end up in the US. Winning the lottery is one thing but the huge expense of actually moving to the US, supporting one's self until one finds work (IF one can find work!) and coming up with the initial ante for a place to live, a car, etc. is, I imagine, beyond many.

Countries that have the highest proportion of legal immigrants in other categories are not allowed to participate in the green card lottery. Why? Because it's called the diversity lottery. It's supposed to promote diversity.
Personally I think we should suspend or abolish most categories of immigration until we get unemployment under control. Then and only then should we even entertain the notion of importing more workers.

Unfortunately his plan may backfire as one of the requirements is to have the center of life in the US. But your information is third hand. BTW - he won a Green Card application only.

I think the point being made is that although he may well have got away with this back and forth routine thus far, it will eventually be noted and a red flag will pop up.

I agree. That is probably why he wants to study in the US.
He is college educated actually, but may need a US degree to be more employable.
