Projections for water usage and population have existed for many years. Check around. While it would be very nice to see some blocks to returning to high growth none presently exist and there are really no proposals that would do so. The factors that caused the prior growth are still present.

Again you display a woeful lack of knowledge of the SW and Nevada. The presence of water in the areas sought by SNWA is well known. What is not known is the sustainable level. In general the knowledge of water availability is very limited and superficial. It is expensive and time consuming to determine what an aquifer can yield.

I think you need to take a trip to the Spring Preserve and see what they have to say about the matter.
The Las Vegas Valley aquifer can sustain a yield of about 60,000 AF per annum. It is pumped at a much lower level. Thus the aquifer has risen toward the surface for the last ten or more years. Get hold of the various State Engineer and SNWA reports. They show the rise of the aquifer. My well is up about 12 feet over the last 20 years.
