From the HUD fact sheet:[SIZE=2]Housing choice vouchers are administered locally by public housing agencies(PHAs). The PHAs receive federal funds from the U.S. Department of Housing and Urban Development (HUD) to administer the voucher program.

Section 8 vouchers are given out in a lottery that lasts a few days every few years. I think the last one was in 2007. Could have been one more recently.
I would be surprised if they are readily available in CA..but who knows.

I've always found it odd that Section 8 in the Army means "crazy as a bedbug" and Section 8 elsewhere means "rent subsidy."
