I've been looking at properties for rent on realtor.com.
Who pays the commission on these properties? The tenant or the owner?

The owner. The owner likely factors that cost in to the amount charged for rent.

Both the tenant and the owner. The owner charges more rent from the tenant and then pays the realtor for their services.

Just the owner. The owner charges what the market will bear - no more, no less - regardless of fees the owner pays to the realtor.

The realtor advises the owner on what he can get, and advertises the property, but the realtor or property manager collects the rent and usually keeps 10% per month. The property manager will probably also charge a start-up fee to the owner in order to pay for the ads, and for sure they will charge a cleaning/damage deposit to the renter, and usually first and last. Try to get a month to month deal if you can. You can also do a rent with the option to buy.

Maybe in a GOOD market...

ATM its generally the owners absorbing all of these costs as rents are low and owners NEED tennants. Someone can't reasonably expect THEIR house to bring in and extra hundred or two when the same model house can be had for less in the same neighborhood. Owners are paying for the management companies ATM in most cases.

There is not always a property manager involved. When I have rented places out using a realtor I usually have paid $200-300 for the services. Was a good deal, he showed the place when I was out of town or at work and got me a tenant in 10 days or less, even in the worst of times for finding a renter.
