I've got nothing but time on my hands....

I had read an old post that said there's a shuttle for less than $10 per person that can get me from the airport to "strip or downtown hotels". Stratosphere is sort of in nowhere land in between the two. Either way - is there still such a shuttle and how is is marked in the airport...how do I find it?

I don't think that there's a shuttle just for the Strato.
You would probably have to jump on a regular shuttle but they make lots of stops to casinos and yours is probably the last stop.
I cab ride going up Paradise road should be around $20 + tip

The shuttle is right outside the baggage claim. Just buy a ticket. Takes forever but is the cheapest way..

Then again you got time and get a free tour of the strip and the back routes around it.

Shuttles do take forever as they make many stops. Hotels do not have their own shuttles (just limos for their high rollers). Personally I would take a taxi. It is worth the time savings.
