I'm what you call a pro-active citizen. While working here at this hotel I've had to call the police for things like mentally ill people threatening to throw themselves over the balcony... crazy people who shouldn't be driving... runaways... etc etc.

I'm just wondering if any of the police officers on the board could tell me what number I should call when I want to report something to the police, but it isn't an emergency. IE.. if I find drugs or needles on the street.. or someone is making too much noise.. or a suspicious person is wandering about.

Obviously it would depend on which part of the city I'm in, but do I call dispatch or 911 (even though it's not an emergency)?

Here ya go. 311 is easiest to remember but here are the main numbers too.
