My question is put on trial for what? There does not appear to be any criminal act alleged.

Sounds like there needs to be a grand jury inquiry. Employers don't just go handing out $400K to leave because an employee is exemplary. Either the employee did something so egregious that it warrants firing, in which case they should not receive a golden pat-on-the-back of $400K, or there was nothing wrong in which case the City of Henderson's approval should be considered a crime and someone in City Hall should go on trial for a hand-out of public money.

Aside from that, everything is peachy.

I do not believe it is in the least unusual. Senior LEOs often build up large amounts of time off over their career and it is paid off at the end. That is the way the salary and pension system is set up.

I don't particularly approve either but there is no crime involved.

Correct. The local newspapers in NJ always list the large six figure payouts retiring LEOs receive for unused sick time - I guess it's done to get a rise out of the residents and it works. The town I lived in cut the payouts down to $15k, but for LEOs that started after 1999.

Payouts like this have lead NJ to be one of the worst off states from a debt perspective and residents are soaked with the highest property taxes in the country. NV should look at NJ (and IL for that matter) as a cautionary tale. These payouts and pensions are not sustainable and it is not fair to the average taxpayer. In NJ
the police union is very powerful and they have been very good at getting their way for a long time. LEOs used to get rich pensions and bennies in exchange for lower pay, but in most quiet suburban towns with very little crime the cops now make well over $100k plus the unbelievable retirement packages. Go to the NJ c-d board and there will likely be several threads about overpaid cops.

In NJ it is the police union pulling the strings of the politicians and that's likely the case in NV too. Not sure what can be done about it - perhaps grill politicians running for local office about their position on the topic?

I believe you are looking in the wrong place. Grand Juries in NV are not investigative bodies. The case would have to be brought by a District Attorney. As this is general practice in Nevada and elsewhere that is not likely to happen.

Only likely place for this to happen is the state legislature. The Police officers though are good at lobbying so it may be very difficult to do much about this. I also believe there are Constitutional clauses that will protect at least the pensions of present officers.
