True - it's the owner of the facility, not Target that charges to park. But in the eyes of customers, they see that they have to pay to park to go to Target. Then again, it's Westchester County and the people there are used to paying for parking.

You've been spoiled and I can understand it's not easy to now have to pay for something you've gotten for free. In major cities around the world, it is the norm to pay for parking. Here in Boston, one pays for parking at every hotel, office building, convention venue, restaurant, etc. Street parking is available but even that will cost you a few bucks.

Well, duh.

I came from Chicago where you pay to park just about EVERYWHERE. Eventually, I got rid of my car as it became more of a hassle & I could walk, take the train (CTA/Metra) or taxi just about everywhere. (My car battery starting dying since I wasn't running it often enough to have the alternator charge it.)

Las Vegas, though, is a very different animal. The philosophy has always been get the sucker in the door for free, then get their $$. Given that gaming isn't dominating revenue like the old days, some casinos are trying to do a cash grab with parking. We'll see how well it sticks. I wouldn't be surprised if it holds some places if the tourists (a lot from California) are willing to pay it. Doubtful locals capitulate as there are plenty of options; while locals aren't the most profitable customers, they ARE part of the revenue base so a solution needs to be in place. Caesars' current model of not charging locals seems to be working. Whether it stays that way remains to be seen - depends on how greedy they get. I like that the Rio doesn't charge & won't for the foreseeable future. Hard to see The Orleans, Station Casinos & other independents charging as they'd drive away too many customers with locals a good part of their base.

At the end of the day, if all the casinos wind up charging for parking I just won't go. I've played a lot of poker in my day, but it's not a need or requirement so I can find other places to find enjoyment. While I appreciate the casinos & the food/entertainment/etc they offer, I'm also pragmatic about it. When it doesn't make sense, I won't go. In the meantime, I'll enjoy the perks I've earned.

Yes and no. I shop all the time in Westchester (vastly cheaper than Manhattan.) I never pay for parking. But those places have flat open lots.

The new developments are shoehorned into small lots (either urban like While Plains, or cut into hillsides.) So the developers needed to build garages. Once they have that expense, they're going to charge, and people have been paying it.

Many of the luxury hotels do. It's typically $20 a day on top of a $50 parking charge and a $500+ hotel rate. For that $20 you get a free water bottle in your room and wi-fi - no pool, maybe a day pass at a local health club.
