Henderson, North Las Vegas plan to share license-plate data | Las Vegas Review-Journal

Should the law abiding really have any concerns with this?

I'm assuming LVMPD isn't on board due to lack of funding.

The amount of time the data is being stored does seem a bit ludicrous tho.

My take is that once the plate is scanned and it doesn't appear on a hot-list, the scan should be discarded.

Being a generally law abiding person I have no problem with being scanned. But once they know my car is legit, the scan should be trashed. I don't think it's good for anyone to be able to make digital picture of my car's movements over time.

There are no rules about this. The PDs can do what they want with this data. What you will dislike even more, private companies are building up plate tracking databases, and selling those to LE (and maybe others.)

This is always the argument against bulk data collecting. Who can get their hands on it and how will they use it.

Even a two week hold would seem reasonable enough to me (plenty of time for most legit LE purposes imho).

Two weeks I could live with. Five years, not so much.

No big deal. I think it is a good idea for the police to collect and store this data. Five years is not unreasonable, especially considering this new threat of terrorism. As for the privacy concerns, I don't see any problem since in registering the vehicle and driving it on the public roadways you have given up any expectation of privacy.
