If it truly was that we were without a refinery, then we would NOT be meeting production levels to make enough Gasoline for Cali let alone anywhere else... So do NOT let them fool you, we have enough refineries going to keep the flow....
I respectfully disagree. The price of oil and the price of gas don't always go hand in hand. Each is their own commodity, and oil as a commodity has a global price. Both prices are determined by supply and demand. GAS is what is affected here and if you look at that quoted above (link: California’s gasoline imports increase 10-fold after major refinery outage ) you'll see California's GAS imports increased to cover the 10% shortage from the refinery. GAS price plus the added shipping costs set the price higher for those relying on that gas.

The biggest problem is there arent enough refineries, so when you have one go down it has big impacts for that region.
