Seems like swamp coolers are rare in Vegas, but I haven't been able to answer my swamp cooler question with google.

My house is 2 stories. Say I install a side draft cooler on the ground floor, I close the windows downstairs, and open the windows upstairs--will the cool air make it up to the 2nd floor? The cooler would be 3/4 horsepower and at least 5500 cfm.

Depends on the square footage of the house but yes it will work. I prefer single inlet coolers with the rigid cooling media over the traditional pad coolers, they blow colder. If you have a traditional type of cooler, make sure you only use the aspen wood pads and if you want a little cooler air, you can double them.
If your 2 story house is over 1800 square feet, you may have a little loss in cooling to the upstairs.
