That "bargain" condo might not be such a great deal...

HOA scandal involving millions of dollars and thousands of homes cuts wide swath across Las Vegas Valley - VEGAS INC

"Benzer and his coconspirators then pocketed most of the money instead of using it to fix the condos, which lawsuits alleged had defective waterproofing and plumbing leading to leaks and mold. The suits also alleged problems with landscaping, drainage, foundation, framing, roofing, electrical, stucco, window, door, floor and drywall assemblies and systems."

COMMENT: By the time this is all over, the Mob Museum will be able to dedicate a special wing just for Vegas HOAs

It is more complex than that.

First you have to figure out what was actually busted. And in a couple of these the answer was not much.

So in at least some cases Quon et al trumped up the damages. So they were ripping off the money to fix non-existant problems.

And others had some problems...and others may have had real problems...how do you sort that out?

I would point out that most of those condos have held their value about as well as those not in the tender hands of the HOA gang. So apparently they lost little value.

Really weird deal. Just who was it that got ripped off?

Well, if homeowners (via their homeowners dues) were made to pay for fixing non-existent problems, then they got ripped off, right?

Also, if there was a policy of open bidding, but the voting was rigged, then that's not okay either -- it's not necessarily in the best interests of the homeowners.

ADDED: the article also says that in the Vistana case:

I believe all the money came from developers or their insurance companies. One of the big payoffs was the legal fees.

Clearly some of the repairs needed were real. Then you have to sort out what was done compared to what needed to be done.

It was all certainly evil. The question though is how evil and what kind.
