I think you are confusing his usage of the word "transient." It can mean homeless/hobo/bum. But a "transient population" also means people who like to move around a lot:

tran·sient/ˈtranSHənt/
Adjective:
Lasting only for a short time; impermanent.
Noun:
A person who is staying or working in a place for only a short time.
Synonyms:
transitory - passing - fleeting - temporary - momentary

I think the OP just wants to have neighbors who are going to grow roots and stick around for a long time because those neighborhoods tend to have more of a sense of community pride because everybody knows each other, they have a history, etc.

MMOB is correct. All new owners after 2005 are not suppose to rent their units out. I called the HOA before I purchase my unit and I was told less than 30% of the units were rentals.

Ahh perhaps I did misunderstand.. He will just have to gauge the community he wants to live in.. I have seen some Apartment and condo communities that almost all of the residents were long termers......
