I have been browsing homes in the LV area and have noticed that some of the homes have what appears to be 2x4's and rebar over the pool, does anyone know what this signifies?

Probably a kidproof, dogproof cover. Just looks like wood and rebar in the photos.

Ive seen those and I've also seen tarps nailed to them. I think its to prevent anyone from falling in the pool or some kids using them as a skateboard hangout.

I've come across this at some of the older foreclosure homes(mainly east Vegas). The pools have needed replastering and equipment repair/replacement and the old owners have just closed the pool down instead of spending thousands of dollars. The materials in your picture look quite new though so maybe the bank did it. Either way, you are looking at 3K+ for plaster alone.

I think the bank does this because I've seen them only in foreclosed homes. Last one I saw was around Ft. Apache/Twain area and it was a newer pool (less than 10 years old). Plaster was in good shape and they put a tarp and nailed it to the wood frame to try to protect it from the sun. I'm not sure if that worked though?

Definitely, no one is going to drown in that set up.
