If you look at it, most of it is just desert and much of it owned by the government now. In the expensive parts of LV and LA, they can just go underground or overhead and just buy air or underground rights and not raze and clear that many existing structures. So it can be done. But it will not be cheap or easy and would require ungodly amounts of workers that would have to be found and employed to build the thing. Probably even more than the Hoover Dam needed.

I doubt the voters of California and Nevada would support a Government subsidized rail system. It would have to come from public funding and even then the train would only reach Victorville at best.
