Drug abuse in secular Israeli Jewish society (women, marry)

So what are the actual statistics from this the group called ELEM (Youth in Distress in Israel) based in NYC since neither the article or their website gives any. They just state there was an increase in 2010 (fyi this is 2013) but have no further updates since then. Plus the increase they quote combines Jews and Arabs.

Back in the mid 1990s, I visited NYC and surrounding boroughs. I went into a town or street in Brooklyn, where all the Jewish shops are as well as restaurants and you name it. So many young, young kids....and I say kids were pushing baby strollers. I was shocked and amazed how young they look to even have a kid~! I grew up where you go to school, including college and get yourself a good job in your field. And afterwards, then you marry and have kids. Too many kids nowadays don't have the education because they have a kid and can't continue their education to better themselves. It isn't just happening in the Jewish faith but in all faiths now, including all colors of people that they have kids. Most are out of wedlock now, but education isn't valued as it was when I grew up~!

I am sure that those were girls who married very young but I also want to say that I can't count the times that I have been mistaken for the mother of a child that I was with (niece, cousin, etc.).

And the same goes for when I mistakenly asked a lady I worked with if that was her sister, since she frequently brought her in or she came after school. Turned out to be it was her daughter.

If I had to venture a guess, you walked into a Hasidic neighborhood. Most are married by their late teens. Here's a little reading.
Firstly, Couldn't you just type secular Jews instead of typing "Chilonim"? Why add a level of confusion for the general public by using a Hebrew word that most would not understand what the word meant.
Secondly, I've already quoted proof that many drug dealers are Orthodox Jews. So now here is what the Orthodox kids when they are bored.
