Networking - whatever method they request. You aren't bilingual, that is the kiss of death in MTL - pretty much all non-bilinguals use networking (unless you are trying a call centre). Good luck.

Have someone from inside of the company bring your resume to the hiring manager. It's called a referral and it usually has a high chance for success.
