Still waiting on written offer for grant-funded position... (interviewed, agency, hiring)

I interviewed for a position at a local government agency in early September. I got the verbal offer on Sept 19. On that day, the hiring manager told me they are working on renewing the grant, so they can't start me just yet. They received the grant approval notice on October 8, however I was told HR needs to set the grant up in their system. They did not give me a timeline. It has been almost two weeks now - anyone have an idea as to how long this may take? The wait is agonizing. Once the grant is set up then I can sign the HR paperwork.
By the way, this is a federal grant that they have had for years, so the chance of losing it is very low (they have reassured me on this, though I understand I'm taking a risk by taking their word.)
I think it would be okay to send them an email saying you're just checking in to see where "we" are at in the process "...because I'm looking forward to starting".
