i work at a hospital but i work for another company. i was hired under the hospital's company but my position went under another company before i started. can i apply for a job at the hospital even though ive only been there a month?

I would check for a non-compete clause in your employment contract (sounds like you are contracted to work at the hospital, based on your post). I have done lots of contract work which forbade me from seeking employment at the company where I was based, agencies do this so that they don't lose their work talent. Other agencies are very much okay with this as they require a pay-off for taking their workers away, you just have to check. A lot of the time an agency will let the rules slide if you are up front with them about your intentions. Talking with them is the best option.
