Lawmakers gave final approval to a state budget deal early Friday evening, ending a messy process marked by days of secret meetings and all-night debates.
The budget now goes to Gov. Jim Doyle, who can use his expansive partial veto power to rewrite large portions of the $62 billion two-year spending plan to his liking.

Actually there is a lawsuit right now against California's policy. Apparently federal law says that illegal immigrants can't get any breaks that out of state citizens don't get. Should be interesting to see how the court rules.

It is absurd that some American's kids living in a neighboring State can't get a break on tuition when someone who snaked across the desert avoiding detection by border patrol can. Absolute madness.
To tell you the truth, this doesn't bother me nearly as much as other issues on this subject. In this case at least they're paying for it, unlike the burden on our public schools.
A US cuitizen student has to live in a state for a specified perior of time prior to qualifying for 'in-state' tuition rates.
Evidently; such a rule does not apply to an illegal alien loser.
It does, at least as far as I know.
For example in Texas, the IA has to finish the last 3 years of High School, in a Texas school to be eligible for in-state tuition. How are they going to fake that one? All the transcripts and grades are managed through their own inter-district system.
For a U.S. citizen or Permanent Resident, the only requirement is to have lived in the state for 1 year, or no wait time if your parents/yourself were transferred by your job.
They should not get anything. Period. They have no right to it. My kids education is put on the back burner to fund the ESL crap, programs my kids participated in long before they came here illegally are getting cut. I am really getting tired of this.
