The military has been doing this sort of thing for more than 40 years. They have been closing down bases, moving projects from one base to another, moving personnel/jobs to one and in some instances moving other jobs in.

Any civilian who works for the military knows their jobs may be moved to another base/city or done away with entirely.

The question, as posed, is nonsensical.

"BRAC" means exactly what it says: Base Realignment And Closure.

The result of the 2005 BRAC for Huntsville is a net gain of many government offices and positions, but in fact some things here closed as a result of the latest BRAC.

The question, as posed, makes it sound like something called BRAC will arrive here, and then leave, and you want to know if it might come "back". You cannot come back unless you leave, and the relocation of offices and postions to Huntsville is permanent, or at least as permanent as any government action.

This is not the first BRAC to have a net benefit for Huntsville. In 1995, the BRAC added 1600 jobs to Redstone when the Aviation and Troop Command from St. Louis was moved here.

So, Huntsville has seen a large net benefit from the 1995 BRAC, has seen and will see a large net benefit from the 2005 BRAC, and there is no reason to suppose that Huntsville might not be part of any future BRAC actions, either in the positive or the negative.

I would expect that even if the original goals of having a base realignment and closure process were met, the powers that be would find a way to shuffle things around every so often.

It went from a critical reduction of property and facilities owned and operated by the government to a multi-billion dollar government sponsored lotto and political parlor game.

In short, yeah, if I were a gambling man, I would bet BRAC 2012 (or 2014 or whenever) puts more in this area, and the hype will be worse.
