There are nice, friendly people all over Houston. This is Texas, after all. If I had to rank, I'd say that people who live in suburbs are among the most polite and well-mannered. But I don't know that there's so much difference that it matters.

Walnut bend,Briargrove Park, Garden Oaks,Kingwood,Green Tee Terrace......the list could go on and on. But these are places I have lived in Houston and the people were very nice and never noisy. Never had a dispute with a neighbor ever.

Bissonnet and Beltway 8 area and along Beechnut between 59 have some of the nicest people in town. In fact, everytime I drive through there, some nice ladies always ask me if I need a date.
Seriously, though it's like Houstoner said. It's Houston, which has very nice people in general.
