The City of Katy, within the city boundaries has their own city tax, city curfew for teens, so many rules and regulations tons more strict than any HOA. Any work you have done on your house inside and outside requires a city permit and fee.

Here is the link to the ordinances in the City of Katy.

Times are-a-changing! More people = more crime.

But Sugar Land is no longer a suburb at this point. The area around the mall has traffic jams similar to the Galleria area. Housing and infrastructure is rapidly aging. First Colony is almost 35 years old and Grants Lake is not as glitzy when name-dropping anymore! The development is definitely integrated into the Houston city grid.

Katy in the next decade or two will be in the stage Sugar Land is in now. But both suburbs are now built out and new exurbs in the periphery are picking up. Aliana is finally picking up after stagnating for the past 5-6 years. New subdivisions are popping up on the way to Brookshire and Hockley. I wonder if the Cinco Ranch area will still be able to keep its current luster in 10 or 20 years?

Meanwhile, back on earth.....

"The area around the mall has traffic jams similar to the Galleria area"

Having worked near the intersection of 610 and 59, and as anyone who has been to both places will tell you, this is simply untrue, the intersection of 6 and 59 is nothing compared to the traffic at the Galleria area.

"development is definitely integrated into the Houston city grid"

Sugar Land has kept itself quite separate from Houston. For better or worse, Houston Metro doesn't run to Sugar Land. It is a separate city, with its own government.

More people = more crime.

2017 list of Houston Safest Neighborhoods, note Sugar Land is #8, Katy is #28
