Having lived in Pearland, Sugar Land, south Houston/ Clear Lake worked in Mo City and Stafford here are my suggestions:

Friendswood would be the top of my list. I find people in south Houston (south of the Beltway) nicer. Again MY OPINION. 45 is a bear though. Be warned. However, your husband's commute should be easy

Sugar Land - meh...depends on the area. It's not horrible but I find it's hard to get to anything - lots of traffic.
Sienna Plantation would be the only area I would live in for Mo City.

I have to add though, I feel the most sorry for your daughter. She's definitely losing out. A lot of your post seemed to be about what you preferred, what you can spend, etc. I might offer her a car when you move. She's going to need it.
Houston is not an area I would want to move to in my teens - sorry to burst any bubbles.

Oh and Pearland IS nice (most areas) and I would pick Pearland ISD over Alvin.

My daughter is a student at Dawson HS. While there is an "official" dress code, it's pretty relaxed. As long as it's not risque (i.e., low cut shirts, jeans with holes in them), your daughter should be ok.
