Absolutely protest. I've seen HCAD pull values out of their hat that they know are higher than the real sales prices, probably as a ploy to get you to show them the closing paperwork. Since Texas is a non disclosure state and prices are not public information, that is one way they can find out the exact price you paid. If you bought it a year ago, they might not drop it to the sales price, but if they get within 8-10%, I'd be happy with that if the comps around you support it.

I made a mistake, the county appraisal is actually under the purchase price of my house. It's 15k lower so I guess I'm good.

Did you build your home? Maybe your first year taxes was based on the land value and not improvements.

This happens from time to time when your taxes or insurance rate changes and enough wasn't kept in escrow by your mortgage company to cover the increase. Your mortgage then increases to escrow the amount of the deficit plus the aunt of the increase. Once the deficit is paid, it should decrease slightly to the new amount that just covers the new increased amount.
