Traffic during rush hour on I-10 in Katy is a mess. Traffic on 59 in Sugar Land is a mess. Traffic on I-45 in League City is a mess. Traffic on 290 in Cypress is a mess. That's just the way it is in the suburbs surrounding a large city. Same thing goes for Dallas, Austin, NYC, LA, and Atlanta. Nothing special about The Woodlands traffic that makes it worse than any other desirable suburb.

Diference is that I'm talking about a place 15 miles away from The Beltway

It doesn't take a rocket scientist to figure this one out but then again this is city data.

I just don't even understand why this is even a question. Idgi. It's Houston. There's traffic everywhere. A large part of the problem is jerks on the road that don't know/care to merge correctly or courteously or change lanes in the same way. It causes a lot of congestion in areas where freeways are connecting or separating. Or lanes are merging down. It's just ridiculous.

There's traffic everywhere because people just accept it and don't question it.

There is a lot of employment in the Woodlands. Their original goal was to try to create a job for every house. You see a lot of people heading out of the Woodlands north towards Conroe during rush hour. So you have commuters from the area as well as employees commuting to and from the Woodlands.

Well look at the population density of that area. A lot of working people with places they need to be in all directions. Every suburb has that.
