Disagree. There is an FBI investigation. It all depends on the results. If a couple of low-level hacks did this, and no one above them knew about it, there will be fines and a couple of firings.
If it turns out people above the hacks knew about it, and never said anything, they will have some big fines, and lose draft choices.
And if it turns out top-level execs or manager types were involved (unlikely), they will be slapped with huge fines, lost draft choices, and probably have several people banned from baseball for life.
If MLB ignores this, the Astros would file a civil suit, and the Cardinals could be on the hook for millions. MLB knows this, and would rather handle it in-house.
