I lived in San Antonio for a long time, where the city ran the utilities and it was reasonable. Be aware that in some parts, and maybe all parts of the Houston area, you have 2 utility bills. Where I live, in Cypress, we have to pay Centerpoint Energy and Reliant because one doesn't cover everything.

I don't think you necessarily had to go with Reliant. They are one of the most expensive electric providers in town. Though I understand they're one of the cheapest in DFW. Furthermore, you will always get 2 bills if you have natural gas, the extra bill being Centerpoint. Unfortunately I think they hold the monopoly in town for this utility. Regardless, this will be more efficient than a regular electric heater. This time of year my (2200 sq ft) house runs about $55 electric bills and $55 gas bills.

Not sure how electric heat pumps compare, though.
