I am planning to buy a 4 bedroom house around Galleria but was not able to find something affordable. but then I realized there are many 3 bedroom houses with large yard.

1) So would having a large size land, make you qualify for an additional room? The house is 1,700 and land is 4,000 sqft
2) Do I need to get permission from neighbors or HOA?
3) Is there a chance application for permit to city of Houston could be denied?

How much it costs vs how much value you get
You might not get dollar for dollar investment on that.. you would be lucky to get 50%. That is what I would consider.
