I live nearby a dumpster. The WM truck always pick up the waste every a few days at 4am and make very loud noise. Does anybody know where I should file the complaint to have WM to change the pickup schedule to between 7am-10pm? (I have called WM but they didn't change the schedule.)

You have to find the location dispatching those trucks on that route and speak to the route supervisor. We had a day care center as the only commercial business in a residential area picking up between 2 and 3 am. You have to be reasonable in your request. Our neighborhood only ask that they change that spot to be the last one on the guys route. So everyone was pretty satisfied that if they could do it no earlier than five or 5:30 AM On weekdays that we would be good as many are up getting Ready for work at that time anyway. They are not going to dispatch trucks out between particular hours just for one spot. You have to try and work within the time schedule that truck is out.

I have the EXACT same issue! At 4am they show up, knock around dumpsters for ten minutes, and wake me up. Did this ever get resolved?
