I left Houston almost 3 years ago, it was $6 for parking in the garage attached to the county courthose downtown. You get paid $6 per day for jury duty service so perhaps that is why some consider it free. A Metro bus is a good option too unless you get off duty early and no bus is running at the time.

I thought you parked and then received a parking voucher thing when you report for jury duty

Just ride a Park and Ride bus to DT. They give you a free ride ticket also.

There isn't free parking or parking vouchers. It's best to park at the garage attached to the civil courthouse so that you have covered parking. Take the elevator from the parking garage to the basement level and you can go through security there without ever having to go outside in the Houston sun. The garage is between Austin and Labranch, Congress and Franklin.
