I'm sorry you're having a hard time. Unfortunately, all HISD schools are not created equal and you have to research schools. If you can't afford private school, try interviewing at charter schools (Harmony is a big one although I don't know about their special needs programs) or you may want to consider moving into another district in the Houston area (which may also cause a commuting issue). You should also consider contacting the transfer department and special needs department at the HISD headquarters. But be advised, the best way to get a response from them is to physically show up at the building and ask to speak to someone.

Thank you all for your helpful responses, I have an ARD meeting set sometime after spring break...I really hope I can get some things resolved. Until then I am going to continue to research the best options for my son.

Parents in nearly every school district have issues from time to time, but many private schools might also have difficulty helping you out. I read an article a couple years ago about a former teacher in the Cy-Fair school district who decided to start this resource center for families having educational issues....it really might be worth a visit.
