Just thinking out of the box here with an idea you might consider. There are parking areas throughout Houston called 'Park & Ride'. Park & Ride is mainly used by folks that live in the suburbs that want to commute to work by bus (mainly the downtown area) to avoid the hassles of driving in traffic. For instance, if your mother chose to live in Katy near Kingsland Ave between Westgreen Blvd and Mason Road, she could easily access the downtown area and Texas Medical Center (if need be) by bus. There are several apartment complexes next to and around that area to choose from. I also might add it is very safe. I would not hesitate to do the same for my mother. In addition to easily accessing the downtown area and Texas Medical Center, she would have a short walk (perhaps a quarter of a mile) to the grocery store and several eating establishments.

I would suggest the Heights area. Pretty laid back without the party scene.
