You kind of can't force development with incentives, generally wont' work too well and can cost a lot of tax payer money.

If you think about it redevelopment is already working it's way eastward as newer residences and business filling up the space closer and closer to downtown.

Also i'm in the general belief that the Houston "center" is not downtown but somewhere near galleria area and shifting westward as the population grows on the west side.

We cant grow west forever. There will come a time when we will have to look to the east.. Chambers county is huge and empty. The new highways in that county are gonna shoot off tons of sprawl on that side

you might be right that new development will occur there. issue is the industry and oil refineries in the area that will hinder higher end development,

What industry is there in Chambers County?

Oh are you talking about the Oil Refineries? I think most of that is still in Harris. There really isn't anything in Chambers County. There is miles of nothingness and they have a huge coast on the Bay. I think the port expansion could bring tons of new jobs to that area which itself will bring new jobs.

I can easily see 100, 000 people moving to that area in 20 years. There are only 35,000 people in the entire county now
