We will have quite a bit of free time b/t Christmas and New Year.
What are some good local places to spend time with kids during this time (if there are anything open)

Are you looking for something festive or general? Never been, but I've heard Santa's Wonderland in College Station is nice. There's the Polar Express train ride in Palestine. Moody Gardens has a Christmas Light display and temporary ice rink. Discovery Green also has an outdoor ice rink they build each year.

BTW, are your kids in hockey yet?

No, my kids are small and they're not really into sport yet.

Stop at the Dickinson Festival of Lights on the way down to Galveston.

Quite possibly one of the best exhibits Houston has ever got is currently at the Museum of Fine Arts. Tour most of the famous works from the Prado Madrid, Spain. Only two places in the world is getting this exhibit (the second is in New Zealand) and the only time the Prado has ever done this.

Unless you have already toured the Prado or are planning a trip to Spain this is a once in a lifetime cultural and art experience. It is a huge deal

Will small kids enjoy this? Or is this another one of your shameless plugs?

I second the Houston Zoo idea. The lights look really good this year.
