Main thing is your budget and what you can afford. Inside the loop is nice but it more expensive then the burbs. A lot of people go to the burbs just for the fact that you get a lot of bang for buck but yes to downtown it is more like an hour to downtown during rush hour.

If you do live in the suburbs and want a shorter commute, may I suggest getting an EZ Tag to take the tolls if you can afford it on a daily basis. It will cut down your commute time quite a bit atleast from my experience on I-10 heading from Katy into the city.
