I bought a car and never got the title transferred, and sold it three weeks later. The title it self had not been signed by me until the buyer purchased the car, it was still open from when I purchased it. I told him that I didn't think I needed to sign it but he insisted. So 10 days later he tells me that I need to go get the title transferred to myself before it can be transferred to him. What should I do? Am I going to have to pay taxes on the vehicle? I also heard about possibly not having to if the vehicle wasn't in driving condition?

Give the dude his money back. You don't own the car until you go to the DMV and get the title transferred into your name. THEN you can sell it to him after you get a new title with your name as owner.

I'm surprised he paid you if you don't have clear title.

You both go down to YOUR local county tax office and bring CASH or a check to pay for the fees to get the title transferred. You can get this done in about 20 mins. All you do is, is fill out their form to a "T" and bam it's done. Do the right thing and help this person get the title in their name so they can take the responsibility away from the owner who you bought the car from.
