248 violations in 2 years? Whats taking the city so long to FINALLY knock them down? I have been through that neighborhood, and I tell ya, most of that neighborhood needs to be razed.

The issue is that the city does not care about the property owners on the street. Only when there is private property ownership will neighborhoods take care of themselves. When HOA's are written into the deed restrictions, this gives the residents the ability to take care of their area to the extent they can afford to do so. However, when the city is in charge things will go to crap because there is no private ownership. Just ask the residents of Kingwood who got annexed so the city could tax their mall. Ask them how good their services are now compared to what they were prior to annexation. The city sees its residents as simply a tax base to generate revenue from.
