I decided to fix it. The fixture has two 40W 4 Ft bulbs. One works OK, no flicker, no delay. When I put it to the second socket, it stops.
Do I replace the second socket, or the ballast?

Could be a number of things. First thing I would do is get two new bulbs and replace them both. That often solves the problem.

Next most likely problem is the ballast. They burn out after a while, and are pretty easy to replace.

Third option is the tombstone (socket). Unlikely, but they do burn out as well.

There are a number of online links for how to do a diagnostic test, which all require a multimeter. That will help you to determine which portion you need to replace.

Or, you just buy a new LED version.

One of the bulbs works fine, so I do not need to replace it. When I put it to the second socket, it does not work.

4' tubes or 8' tubes ? Not that the tubes matter, it's a matter of replacement cost ...IMO. Tubes will go bad again, then there is the cost of the ballast....IF that is the problem. As suggested, throw the entire fixture out and replace it with an LED fixture and never worry about it again....just my opinion.

Not necessarily! They stopped making the one that burned out in my kitchen. I had to find a YouTube video showing how to rewire the light with one ballast instead of two.

That is what I suggested... She does not like LEDs... I am going to fix the fluorescent...

Oh wow. I just bought 2 LED shop lights for my garage. These hang and plug into a receptacle. I love them! I'll never use fluorescents again.

I hung a couple in my work shop and they are the nuts.

As far as fiddling around replacing/rewiring ballast, fuggedaboudit. Just buy a new fixture and hang it in a LOT less time and aggravation.
