We don't glue ours and I've never heard of anybody gluing them but ya never know these days with the D-I-Yers. The cabinets should stay right where they are unless they are overloaded.
If you look at what is involved in attaching the hardware for an upper cabinet pull-out I doubt that you can get a quality installation after-the-fact.
You will probably need to remove cabinets on both sides of the proposed pull-out, find a matching door of the correct size / style, adjust the hardware for proper operation, install pulls and finally color match finishes.
THAT is a whole lot of trouble to get rid of a filler...

It shouldn't bother anything to remove the piece. I was likely attached to one cabinet and that cabinet was hung, then the next one placed up against it which was hung, then screwed in from that side. In theory, it doesn't need to be there except for looks.
Are you planning on putting in the rack, then using the filler as the face I assume? If so, you'll need to rip an 1/8" or so off it to make sure it can move freely. You will need to take one of the cabinets down in order to attach the slide rails, then rehang it. You'll also have the holes on each side to contend with.
No, I will be replacing it as is, not using it as a face. Like I said, I'm not installing the unit I linked above. I'm doing something totally different. I just needed to be sure taking the filler out temporarily wouldn't mess anything up.
