All 3 years that are mentioned in the poll had some specific change on them, mostly it's about the cultural, music, and technology changes.
Out of the three, I'm going to give my edge to 1997, even though 1996 and especially 1998 had more technological changes. Like what I mentioned before, 1997 had many new things from that time coming out, and it's more than technology. I think that 1997 had changes in TV, music, culture, society, and to a certain extent, world civilization! 1996 had many changes in culture too, but not to a degree of being big. The 1992-1995 grunge era was already in a decline, and bubblegum pop (Spice Girls, Backstreet Boys, etc.) was coming, but wasn't into effect until the middle of 1997.
1996, because the U.S. Presidential election that year set the stage for the 2000 U.S. Presidential election.
